This past Wednesday evening, a special Governance and Priorities Committee meeting was held for Council to consider issues related to future use of the Alternate Approval Process (AAP). This is one option to obtain necessary approval of electors for long-term borrowing. The AAP process is subject to provincial legislation that local governments must follow. Beyond that, it was felt that Council should approve a policy related to this procedure. Professional advice was sought from parliamentarian Lisa Zwarn who made numerous recommendations related to aspects of the AAP such as notification and communication to the public, number and format of response forms to be used in future, mailouts, electronic responses, etc. Council offered comment, and staff will now return with a draft policy for consideration.
